Biden stated in his White House speech that he presented a new three-step ceasefire proposal, in which in the first phase, he foresaw Israel's withdrawal from its positions in Gaza and the release of some of the living hostages; in the second phase, during the negotiations on the implementation of the ceasefire, all male hostages would be released and Israel would withdraw completely from Gaza (as in the first phase); in the third phase, if a lasting ceasefire was achieved, the reconstruction process in Gaza would begin, and the remaining dead hostages would be handed over. In this third phase, the release of the living hostages would also take place, and the sides would reach an agreement on all issues.
